In the UK, The Provision and Use of Work Equipment Regulations 1997 (PUWER), regulation 6 stipulates:

"... that all equipment is maintained in an efficient state, in efficient working order and in good repair. Additionally a maintenance log should be compiled and kept up to date. It is recommended that all equipment is subject to an evidenced regime of suitable planned maintenance ..."
